He appeared in Perth Magistrates Court on Friday where he was granted bail, despite opposition from prosecutors.
“Trauma to the victims and their families is immeasurable,” they said, adding that he was likely to reoffend.
But Magistrate Gavin McLean said Charlton had no criminal history and put conditions in place that he reside with his mother and have no contact with children.
He’s been charged with one count of sexual penetration of a child under 13, four counts of indecent dealings with a child under 13 and four counts of recording a child under 13 years of age.
Charlton, from Nollamara, is a graduate of Curtin University, where he studied engineering.
A Facebook post from 2019 said he was a volunteer, taking part in an Indigenous trip as a site leader.
It also stated he was the program leader of a Victoria Park primary school.
“I love having the opportunity to give back to others in the community, follow my passion for working with youth and meet other inspiring volunteers!” the post read.
Charlton will be back before the court next month.
